On Tuesday, November 19, West Virginia Governor Jim Justice officially dedicated the new Donald M. Legg Memorial Bridge and Nitro WWI Memorial Bridge. The twin spans carry Interstate 64 over the Kanawha River, connecting St. Albans and Nitro. This project is the largest completed so far under the Roads to Prosperity initiative.
The Roads to Prosperity program is a comprehensive series of funding measures aimed at highway and bridge construction and maintenance. It is the largest infrastructure program in the state’s history and has significantly reduced the backlog of construction and maintenance projects across West Virginia.
The original Donald M. Legg Memorial Bridge, completed in 1963, became a bottleneck as Interstate 64 was widened. To address this, work began in 2019 when the West Virginia Department of Transportation awarded a contract to build a new bridge (the Nitro WWI Memorial Bridge) and to replace the superstructure of the existing Donald M. Legg Memorial Bridge. Together, the twin spans double the capacity of Interstate 64 and eliminate a significant safety concern and bottleneck.
