Constructed between 1849 and 1853 by the Steubenville & Indiana Railroad, Tunnel No. 6 formed part of the early westward expansion from the Ohio River at Steubenville. The tunnel remained in service under successor companies, including the Pennsylvania Railroad, until the mid-20th century.
Between 1949 and 1950, the Pennsylvania Railroad undertook a major improvement project along the Panhandle Line between Dennison and Steubenville. The work was intended to increase vertical clearances to accommodate larger loads and to complete double-tracking along the route. As part of these upgrades, Tunnel No. 7 was bypassed and abandoned.
